Tire sidewall does not have cords (cords run around the tread of the tier and give it extra strength), so there’s just no way for a plug to fill that hole – the patch will not hold. Moreover, side wall puncture repairs will likely compromise integrity of the tire – the tire would become a safety issue – hence tires with sidewall punctures have to be replaced.
